This is a silk skirt from Cacharel. It's in beautiful condition, having been worn only once. The outer fabric is 100% silk. The decorations are gorgeous, but the fabric is soft and sheer like chiffon, so it doesn't flare out too much. The velvet ribbon also keeps the design from being overly sweet. There is a horizontal line on the front (see photo).
