This is an Angrasad hat. I bought it new at the regular price about 10 years ago, before the brand gained much attention. Recently, it seems to be attracting attention because of its wear by Masaki Suda and Takanori Iwata. It's well-made and a very good item. I've only used it once and have kept it carefully stored.
