This is a black hooded vest from FELISSIMO. I don't think I've worn it much, but there are some areas with what look like pills, possibly due to long-term closet storage. The hood is designed with a raw edge from the beginning. It's easy to wear with snap buttons, and you can wear it open or closed. There are two cute, round pockets in the front.
