This is a Thule rear carrier. It's the type that attaches to the seat stays with belts. You can attach this carrier to frames that don't have carrier eyelets. I used it to attach pannier bags for commuting. It's easy to remove, so I would take it off on weekends for cycling and put it on during the week for commuting. There are scratches and dirt from use, but there is no deterioration that causes problems in use, such as corrosion, deterioration of screws, or cracks in the resin parts. The taillight lights up with a button battery. I am also selling the Side Frame Kit, which is a support part for pannier bags, so if you are purchasing them together, please comment.
