This is a reed adjustment stone. It has fine abrasive grains. It's a tool to revive reeds that are unusable or difficult to use, such as those that are too thick and hard to blow, uneven, or have absorbed water and swelled. Adjust by rubbing the flat part of the reed's back surface against it, as shown in the second photo. Even though the back of the reed appears flat, it's said to be uneven at the nano level, and even a single rub can make a difference in the sound and playing feel.
