"Hoso Mukyu" is a difficult phrase, but its meaning is simply "Long live the Emperor, long live Japan." It means the Emperor's reign is prosperous and endless. It is a word of prayer. The title and calligraphy on the ink are carved on the side and are by Count Hisamoto Hijikata. The inscription on the back of the ink indicates "Sho-nii" (Senior Second Rank), so it is believed to be from the early Taisho era.
