This is a Logitech Unifying receiver (C-U0008). The reason it's "junk" is that it's not recognized properly when inserted fully into a PC. To get it to work, it needs to be inserted at a slight angle, not fully. (See the third image.) In my environment, I was able to use it continuously once I found the right position to get it recognized.
