This is an alarm clock I bought in the Middle East over 15 years ago. It requires three AA batteries. The small dome on the right side of the roof is the alarm button. Press it to set the time. The alarm sound plays Middle Eastern-style music. I've kept it stored away for a long time, so I'm not sure if it still works.
