The fine white dust is probably paper scraps from the box (I'm not sure because I haven't touched it). Fits H ligatures, Harrison, and other metal reverse-screw ligatures for rubber mouthpieces. I don't have any other metal ligatures, so I can't confirm compatibility. Thick ligatures like Rovner may not fit.
