New, unused item. This is a rear carrier for a 26-inch utility bicycle. The wrapping paper appears to be from 1971. As it's a universal design, it would not look out of place on a bicycle from an earlier year. There are two types of rear carriers for utility bicycles: those with two stays and those with four. This is the former (four-stay carriers are used more for light transport). Even with two stays, it has sufficient strength compared to a light-duty bicycle carrier. It is in very good condition, but there are some minor scratches and rust.
