This is a dowsing rod (bio-antenna). It is claimed that by holding this rod, you can detect the waves contained in a substance, and it will swing vertically for good waves and horizontally for bad waves. For detailed instructions, search for "bio-antenna waves" and refer to the blogs of those who are knowledgeable; you should be able to understand the basics. (I couldn't use it, so I'm not sure of its authenticity...) It's an old item, so there is some rust on the plating in places. There is no problem with the movement of the rod.
