This is the second item, the 200 Series Shinkansen and the "Hatsukari" train, which were included in the JR East Special Set. There are some scratches from use, but I think it is still usable. The exterior shows some discoloration. I have cleaned the exterior and the power unit, and replaced the rubber tires with new ones, hoping to deliver it in a slightly cleaner condition, so you can use it immediately upon arrival.
