This is an MA-1 flight jacket from around the 2000s. This particular one is a very rare "Tall body" version. The length is longer than the standard model, which solves the problem of the MA-1's short length. You sometimes see these on custom MA-1s from the era, such as those from Worlds End and goodenough. I bought it thinking it was from the 90s, but after researching, I believe it's from the 2000s.
