This is a rienda dress. It's a see-through light blue dress made of 100% polyester, a light and airy material perfect for spring and summer. It has a ribbon at the neckline that can be tied around the neck or used in various ways. The original price was around 12,000 yen. I wore it once, but haven't worn it since.
