This is a Tamba-ware vase by Shinsui Ichino of Tachikui, Sasayama. Born in 1932, he incorporated contemporary ceramic art into traditional Tamba-yaki after the war, and was active in exhibitions such as the Nitten (Japan Fine Arts Exhibition). He is highly regarded for his tea caddies and tea jars, and is a leading figure in Tamba Tachikui tea ceramics.
