This is an old Japanese razor. I believe this type was used in the Kabuki play "Kamiyui Shinza." I think it could still be used if sharpened. There's a two-kanji engraving, but I can't read it. I don't know its value, so I've priced it arbitrarily, but I'm open to lowering the price, so please comment.
