These are gold thread snips with a distinctive crane design. There are no instructions, and the manufacturer is unknown, but there is an engraving on one blade, which is believed to be the company name. I have been using a pair myself for several years, and they cut very well. The sharpness hasn't changed even after many years of use. This is stock for souvenirs. Recently, there have been similar items with a similar feel, but this is a different product. From the time of purchase, it has only been in this plastic case, but it will be secured to prevent movement and shipped via Nekopos (packaging up to 3cm).
