This is a Minnie Mouse dress I bought to wear to Disneyland. It's thin and designed for summer, but you can also wear it in spring and autumn with an undershirt. The neckline closes with a button. There are two belt loops, one on each side, so you can put on the black belt and tie a ribbon however you like.
