This is a spring/summer dress from apart by lowrys. The fabric is thin and somewhat sheer (see image 9), but the bottoms have an inner lining so your underwear won't show through (see image 6). It's pants, not a skirt. The waist ribbon is removable. I wore it once to a friend's wedding and after-party. There are some small snags on the chest and back, though they're not very noticeable (see images 12-13). The photos look different depending on the lighting, but the color is a deep navy. It looks almost black at first glance.
