(Not fully elastic; the front of the waist has less elastic.) When I saw the photos of it being worn, I thought it was a pleated skirt, so I bought it, but it turned out to be a gathered skirt instead of pleated. It's easy to match with anything and is cute, but I really wanted pleats with this pattern... I've worn it out about twice, and I think it's in good condition.
