It was originally new, but my child gets hot easily, so they only wore it a few times (about 1-2 times?). However, it seems to be made in China. (There's a tag with Chinese characters) The outer fabric was originally stiff, and it felt stiff from when it was new. The inner fabric is made of a different material, so I don't think it will feel stiff when worn. I don't think there are any stains or dirt, as it hasn't been worn much.
