I don't know the details, but it appears to be an ashtray from Toyo Sasaki Glass. (My apologies if I'm mistaken.) The edges on both sides are slightly indented, which makes me think it's for resting cigarettes. It doesn't seem to have been used as an ashtray, but rather as a small item holder.
