This is a short jacket, like a bolero, from Leilian. It can be paired with pants or skirts. It would also look good worn over a dress. The buttons are a distinctive and lovely design. There are some marks on the buttons (images 11 and 12), but they shouldn't be noticeable when the buttons are fastened. The ribbon in image 13 can also be used instead.
