Silver, with a "Zen-ko" (善興) signature stamp. Appears to be a work of Mori Silverware Manufacturing. Possibly supplied to the Imperial Household Agency, please investigate. It would be a shame to judge the value of this item by its weight, but when weighed on a balance scale, it's just under 18g. 13 toothpicks fit, but it's a tight squeeze. It was probably designed for 12. The hammered texture has a handmade feel. It sparkles beautifully. I think it will shine even more if polished. The screw is in good condition and secure.
