This is not a hanhaba obi (half-width obi). It's an 8-sun obi (approximately 30cm wide). Otaiko musubi (drum knot) can be tied with it, but it can also be folded in half and used as a hanhaba obi. There is overall soiling (difficult to see in the images, but areas ④-⑨), but it's wearable, though this is subjective.
