This is LE020 Lü Bu from Sangokushi Taisen 3, illustrated by Yuhito Okita. This card has been skeleton-opened. (Skeleton opening refers to the process of removing the printed outer layer of the card's packaging, leaving only the inner transparent bag.) This is a labor-intensive opening method, and few people do it, so I believe it's a valuable item. The skeleton is relatively clean.
