I purchased this about 4 years ago for around 5700 yen. I've worn it only 5 or 6 times, but I stepped on the hem and had to sew up a frayed part (see photo). It's not very noticeable. Some threads are slightly loose near the ankles, but it was like that when I bought it. I didn't mind it, so I left it as is, but I think it's fine if you cut them off if you're concerned.
