His former surnames were Harada and Takahashi, and his childhood name was Kenkichi. His pen name was Essan. His honorific rank was Junior First Rank, Count, First Order of Merit. During his time as a bureaucrat, he struggled without the backing of a clan, but contributed to the establishment of the banking system. He was recognized by Aritomo Yamagata and entered the political world. He served as Governor of Tokyo Prefecture (8th), a member of the House of Peers. He served as Minister of Justice (5th), Minister of Education (3rd), Minister of Home Affairs (12th, 16th, and 23rd), Minister of Communications (9th and 12th), and Vice-President of the Privy Council (4th). As Governor of Tokyo Prefecture, he worked hard on city and district improvements and harbor construction, and as Minister of Education in the 1st Yamagata Cabinet, he was involved in the establishment of the Imperial Rescript on Education.
