This is a machine from a place called "Nail Recipe." I bought it at Don Quijote (Donki). The rotation speed is infinitely adjustable from 3000 to 15000 rpm. It comes with a set of bits, which I think is sufficient for self-use. I've used it a few times. The sanding bands are unused. No box. Instant purchase is OK.
