Touring carrier, specifically a classic randonneur type. It's the type that attaches using a through-bolt that goes through the hole for the mudguard stay in the center of the front fork (see the last reference photo) and the carrier eyelets at the tip of the front fork hub. The size fits my 700C sportief, so I think it's for that, but please confirm the straight-line distance between the through-bolt mounting point (front side) and the eyelets is 352mm or 353mm as measured. It's made of iron with a zinc-plated finish and the welding is solid, but it's old, so there's some rust. Also, the screw threads of the through-bolt are damaged on the top side, but the bottom half is intact, so the bolt will still fasten. There's a nut on the right side for attaching accessories, but in the last photo, a longer screw is only inserted by hand. I think it's just rust, so it might be usable if you clean it with a stainless steel screw (I can't guarantee this, so please understand). Other than that, the bolts were all in good condition despite the rust. It's made of iron, so it should be durable.
