The background copy and cel are not stuck together. Outside the TV screen, there is a vertical crack in the paint on the left corner of Chieko's hair. Please check the image. Size: Approximately 230 x 265mm. While I don't think there are any particularly noticeable scratches, it is old, and there may be small dents or minor paint peeling, which is normal.
