I looked around online, and this is a Rayquaza figure keyholder whose origins are unknown. It's about 55mm tall. It seems it was originally a keyholder, and the keyholder hardware that was screwed into its head has been removed. Since I had the chance, I set it up in a Lucario diorama I had lying around at home, and it looked cool, so I took some pictures (lol). If you want it, I'll also include the diorama as a bonus, so please let me know.
