It was likely made a long time ago in Niigata or Yamagata. I believe it's a wonderful hatchet, forged with a well-crafted ura-suki (hollow ground back). There are some chips here and there, but it should still be usable with sharpening. The steel type is unknown, and the handle is a white oak handle manufactured in Sanjo.
