This is a cel used in the filming of Kiki's Delivery Service. B26. No animation. The background is a digitally altered print of an image from the matching scene, with the characters removed. It is not the original background art. Consider it a bonus. I don't think there are any scratches, but there is a vinegar smell, and there is a slight rippling starting to appear around the character. Therefore, I have marked it as having scratches and dirt. I purchased this from Ghibli a long time ago. I applied and purchased it with a return postcard around the time the movie was released. The character is small, but I think it's a very iconic scene. This is a set of two cels, along with cel C45 of the couple riding a motorcycle. This one doesn't have zero vinegar smell, but there is almost no rippling, and it has animation, so the condition is normal.
