There are no tags, so I don't know the store or material, but I purchased it from a women's clothing store in a commercial facility. The waist is designed so that the black elastic part is visible on the outside. It measures approximately 32-33cm when laid flat, and is slightly loose. The total length is about 58cm, plus the tulle part which is about 2cm longer. I think it can be worn all seasons.
