This is a flared skirt with an elastic waistband. The fabric has some stiffness, which helps the flare maintain its shape beautifully. It is a new, unused item. I have removed the tags, but I'm selling it because I haven't had a chance to wear it. Please refrain from purchasing if you are sensitive to items stored at home. Thank you! ^_^
