This is a uchiwa (fan) distributed at the Akihabara UDX event on the day of Momoiro Clover's release of "Kaitou Shoujo" in 2010. If I remember correctly, it was made by fans and distributed to fans at the venue, not officially. The staple marks on the edge are likely from a piece of paper with an explanation attached. (My memory is hazy, but if it were official, I think the staple would have held a bonus ticket.)
