This is a BICEP arm leash cord for bodyboards from Ocean and Earth. It is a size S for overseas use, so it is larger than Japanese ones. I bought it a month ago and used it twice, but the size didn't quite fit, so I'm selling it. It will likely be loose if you have thin arms.
