This is an organza flare skirt from Forever21. It has an elegant black and white floral design, and I think it can be used for both casual and formal occasions. The waist has a zipper closure. The size is marked as M on the tag, but it's made large, so it's actually about an L. Waist: Approximately 35cm when laid flat. It's not elastic, so it doesn't stretch.
