As shown in the 6th and 7th images, a magnet sticks to it, so I believe it is made of iron or tinplate. The origin is unknown. It has been well-used, and there are scratches, dirt, and rust commensurate with its age. Gold color is visible on one side, so I believe it was originally gold-plated.
