This is a Rhino carbon fiber shaft, 12.9mm, for radial pins. There are about four scratches near the ferrule caused by a plate file. I don't think they will affect play, and the price reflects this. The scratch in photo 7 is a bit deeper. Since they are all near the tip of the cue, I don't think they will be noticeable during your stroke. I also don't think they will affect performance, but if you are concerned about the scratches, you may want to reconsider. Please consider this a used item and understand before purchasing.
