It is used for food applications, tracing paper, paper cutting, medicine packets, patterns, book covers, and the window portions of window envelopes. This is leftover material from cutting a bundle of 500 sheets. The 500 sheets per bundle are not actually counted. (Because the paper is thin, counting it could cause wrinkles, folds, or stains.)
