This is the Neck Cooler EVO made by Thanko. It cools the area around your neck's carotid artery using a Peltier cooling system with an aluminum plate for a cooling effect. It runs on a dedicated battery. Currently, there is no C-type cable, but it should be possible to charge it with your own cable. I've used it a few times, but I'm selling it because I don't use it anymore.
