This is a Sealand national team uniform. Sealand is a micronation that is not a member of FIFA and whose recognition as a country is also questionable. The size is also unknown, but when measured, the length is 69cm and the width is about 51cm, so it's probably M to L size. The emblem has already deteriorated, but it still feels slightly sticky.
