The fabric doesn't stretch like knit; it has a little give horizontally.
Be sure to measure your dog's nude measurements (neck circumference, chest circumference, back length) and choose based on the chest circumference.
▶I think it will be tight if there isn't about +5cm of ease to the nude chest circumference.
My dog has a chest circumference of 37cm, a neck circumference of 23cm, and weighs 4kg (Maltipoo). S is a tight fit around the armpits, and MS is a bit loose.
