Refill only. It seems like more than half is remaining (I'm not certain). Just applying it over makeup base gives a finish with a sense of transparency. I started using a different color and no longer use this, so I'm offering it to someone who needs it. As described, this is a used item, so please understand and purchase if you are okay with that.
