This is a "shaper," a tool used to taper the left and right sides when making reeds. It's also known as a profiler. It's made by The ReedMachine in the USA. You attach the cane, which has been shaped into a half-moon, as shown in the photo, and then cut off the excess with a cutter knife or razor blade. The taper is the same as Vandoren's blue box reeds and V12 reeds. There are no problems with the tool itself, but the manufacturer's name sticker shows signs of use.
