This is a hair chalk from Volvoretta. The color is pink. It can be used on dry hair. Place the hair between your thumb and the hair chalk, and apply it by sliding it down the hair from top to bottom. (The hair chalk from Three Coins doesn't seem to get your fingers dirty, but this one does...) I used it at a wedding, but I think it can also be used for Halloween costumes.
