I bought this overseas a few years ago, so it doesn't have any tags. It has a drawstring at the hem of the ruffles, allowing you to gather the ruffles and wear it two ways. I'm not sure what the material is, but it's thin. It's machine washable, and if you spin it on a low setting, it's wrinkle-resistant and doesn't need to be ironed.
