I have confirmed that the LED light turns on. The outer box has some scratches and dirt. I think the contents don't have any particularly noticeable scratches or dirt. Requires 3 button batteries, which I will include. There is space for three batteries in the base, but there are no springs or metal fittings for the batteries. There are no switches or buttons on the base, and it doesn't look like it activates anything, so I don't think the base batteries are relevant. I don't have much detailed knowledge about this product, so I may not be able to answer questions.
